Job Details

The Position

Under the direction of the Infrastructure and Government Services Division Manager (“DM”), the incumbent is responsible for the shíshálh Lands department. The Manager will be accountable for managing commercial and residential leases and developing new leasing opportunities. They will also participate in Land Use Planning activities.

The Candidate:

• Develop, implement and maintain the Registry Systems, including but not limited to physical files, electronic files, the Indian Land Registry and the Land Title Survey Office.
• Manage shíshálh Lands in accordance with various jurisdictional documents, laws, by-laws and policies in coordination with other departments as required.
• Work closely with the DM and legal counsel to ensure that all lease matters are addressed, including the processing of new and renewed instruments, assignments, collections and fulfilment of all agreement obligations. Participate in negotiations to draft agreements on use.
• Oversee the administration of residential and commercial revenue-producing leased lands.
• Handle all inquiries from community members, lessees (current and prospective) and the general public.
• Prepare all lessee correspondence; conduct due diligence on lease rates in accordance with agreements.
• Assist in the development of an annual budget.
• Assist in the development of Policies and Procedures.
• Perform all other tasks within the scope of the position.

Qualifications, Skills and Abilities:

• A Bachelor's degree in Business Administration, completion of the Lands Management or Property Management Program, or post-secondary training in Lands Administration is an asset; the equivalent amount of experience and education will be considered.
• Valid Driver’s License and an acceptable Criminal Record Check.
• First Nations’ Land Management training or certification is an asset.
• Minimum of 5 years of demonstrated experience in a land management position or similar experience.
• Experience in developing and managing a Lands Registry is an asset.
• Supervisory experience, ability to lead a team and coordinate work plans.
• Ability to communicate effectively in writing and in public when interacting with a range of audiences, including but not limited to community members, lessees, sub-lessees, professional service providers, staff and other departments.
• Knowledge of general land-use planning, land registration, and development applications is preferred.
• Ability to write reports, correspondence and present in public settings.
